UN finds Australia
guilty of human rights violations
A United Nations
committee has found Australia guilty of nearly 150 violations of international
law for indefinite detention of 46 refugees.
Australian government
has been ordered to release the refugees, in detention for over four years,
"under individually appropriate conditions" and provide them with
rehabilitation and compensation, the report said.
The federal government
has been given 180 days to assure the UN committee that it has acted on the
recommendation and also taken steps to prevent "similar violations in
future".
The UN's Human Rights
Committee concluded that the continued detention of the asylum seekers, most of
them Sri Lankan Tamils, was "cumulatively inflicting serious psychological
harm" and was in breach of the International Covenant on Civil and
Political Rights.
It is a major
embarrassment for Australia, which is a member of the Security Council and
often criticises human rights in other countries.

pre-market trading.

Microsoft since 1980, when he was the first business manager of the

China Mobile Ltd has
awarded initial 4G contracts worth around 20 billion yuan ($3.2 billion), with
Chinese firms securing more than half of the biggest prize in the global
telecoms industry this year-----
Telecoms equipment
makers, such as global leader Ericsson and Huawei Technologies Co Ltd, have
been waiting for China Mobile's 4G tender to lift the fortunes of an industry
that has been hit by a lack of spending worldwide.
Shenzhen-based Huawei
and crosstown rival ZTE have obtained about 25 percent each of the total 4G
procurement in China Mobile's tender this year, said the sources, who are
familiar with the negotiations but declined to be identified because they are
not authorized to speak to the media.
So far, China Mobile has
only spent around a third of its full-year capital expenditure of 190.2 billion
yuan in the first half, with the market expecting spending to speed up once the
tender takes place.
ZTE, which is listed in
Hong Kong and Shenzhen, is expected to post a third quarterly profit for the
July-September period due to cost-cutting measures and as it shunned low-margin
contracts that resulted in its first-ever annual loss last year.

Judicial Appointments Commission
The Cabinet on Thursday
approved the bill which entails replacing the collegium system with a Judicial
Appointments Commission wherein it will have a say in appointment of judges of
the Supreme Court and the 24 high courts.
Under the proposal, the
government seeks to set up a panel headed by the Chief Justice of India (CJI)
to appoint and transfer senior judges.
The other members of the
proposed Commission would be two judges of the Supreme Court, the Law Minister,
two eminent persons as members and Secretary (Justice) in the Law Ministry as
Member Secretary.
The Law Ministry has
been pushing the proposal, which will require a Constitutional amendment, but
some sections in the government as well as judiciary had reservations over its
certain provisions.

House of Parliament will be part of a committee to be set up to nominate two
eminent persons to the JAC. The committee will also have the CJI and the Prime
