Officers won't take oral orders from politicians- Supreme Court Of India
Supreme Court said bureaucrats will no more take oral orders from their political bosses, as it sought an end to frequent transfers and suggested a fixed tenure to protect them from political interference.
The judgment comes close on the heels of controversies surrounding alleged persecution of Uttar Pradesh IAS officer Durga Shakti Nagpal and Senior Haryana cadre IAS officer Ashok Khemka.
Suggesting sweeping reforms in the functioning of bureaucracy, a bench headed by Justice K S Radhakrishnan said Parliament must enact a law to regulate postings, transfers and disciplinary action against bureaucrats.
The Supreme Court directed the Centre and State governments to pass an order within three months, on giving fixed tenure to civil servants.
A bench headed by Justice K S Radhakrishnan said that fixed tenure of bureaucrats will promote professionalism, efficiency and good governance.
Suggesting sweeping reforms in the functioning of bureaucracy, the bench said, Parliament must enact a law to regulate postings, transfers and disciplinary action against bureaucrats.
The apex court held that much of the deterioration in bureaucracy is due to political interference.
It said that civil servants should not act on verbal orders given by political executives, and all actions must be taken by them on the basis of written communication.
Vodafone India today said it has slashed data rates by up to 80% across the country, with effect from November 1.
In June, the company had reduced the price from 10 paisa per 10kb to 2 paisa per 10kb in Karnataka, UP West and Madhya Pradesh and Chhattisgarh circles and it has now extended the same rates to all its circles from November 1.

India gives 100 crore rupee aid to Bhutan for stimulus plan
India has given Bhutan one hundred crore rupees as assistance for the new government ’s stimulus plan.
India’s Ambassador to Bhutan V. P Haran handed over the cheque to Prime Minister Tshering Tobgay in Thimhpu.
This is part of the commitment of the union government to provide five hundred crore rupees, apart from the 11th plan assistance.
According to a press release from the gross national happiness commission through the Economic Stimulus plan and injection of funds, the Bhutanese government seeks to ease the current financial crunch in the banking sector, as well as expand the financial sectors’ capacity to extend credit for productive economic activities, and priority sectors that can create jobs and provide revenue to the exchequer
Bharat Joshi is new British Dy High Commissioner
Bharat Joshi is the new British Deputy High Commissioner to be based in Chennai, replacing Mike Nithavrianakis.
Born in Croydon in the UK in 1969, Joshi joined the Foreign and Commonwealth Office in 1995 and has had diplomatic postings to Gambia, Dhaka, Qatar and Cameroon, it said.
Based in Chennai since September 2013, Joshi’s portfolio focuses on enhancing the trade and investment partnership between the UK and Tamil Nadu, Kerala and Puducherry, in specific, it added.
Masood Ahmed wins K.K. Menon Award for 2013.
S. Masood Ahmed, chief scientist at the National Geophysical Research Institute (NGRI), here has won the K.K. Menon Award for 2013.
The award instituted by the Geological Society of India recognised his contributions in sedimentary geology.
Ahmed has carried out extensive studies on marine sediment cores from the Bay of Bengal and Arabian Sea to understand and interpret the paleoclimatic evolution of these basins.
Earlier, Ahmed also won the National Geoscience Award for the year 2009.
He is Indian leader of the International Geoscience Programme on ‘Evolution of Asian River Systems’. He has published more than 50 research papers in international and national journals.
Utpal Bhadra gets Radhakrishnan Gold Medal
Utpal Bhadra, senior scientist and group leader, Centre for Cellular and Molecular Biology (CCMB), has been selected for the Radhakrishnan Gold Medal for the year 2013 by the Global Economic Progress & Research Association (GEPRA), a Chennai-based research organisation engaged in academic research in economics and finance.
Bhadra has received the gold medal at a function held in Chennai for his outstanding contribution in education and national science development as part of his research in the field of biotechnology and its related areas.
His group has pioneered the Gene silencing and RNA interference technology. It was also the first group to identify RNAi (ribonucleac acid interface) and Gene silencing in animals, which have profound implications in understanding the development of characteristics and diseases in humans and animals.
Subhas Goswami Appointed as the Director General of ITBP
Subhas Goswami, director of the Sardar Vallabhbhai Patel National Police Academy appointed as the Director General (DG) of Indo Tibetan Border Police (ITBP) on 30 October 2013.
He will succeed Ajay Chadha, IPS.
Subhas Goswami is an Indian Police Service (IPS) officer of the Assam-Meghalaya cadre.
He was decorated with the Indian Police Medal for Meritorious Service in 2001 and the President’s Police Medal for Distinguished Services in 2007.
Airtel Bangladesh signs managed VAS agreement with Mahindra Comviva
Bharti Airtel has signed a managed Value Added Services (VAS) agreement with Mahindra Comviva for its Bangladesh operations.
Under the three-year deal, Mahindra Comviva will manage Bharti Airtel’s service delivery platform inclusive of Mahindra Comviva’s deployed products like Messaging Service Delivery Platform (MSDP), Unstructured Supplementary Service Data (USSD), Bulk Messaging Gateway (BMG) and dBILL VAS Charging solution.
With this extended partnership, Mahindra Comviva will provide greater operational simplicity and enhance efficiencies, whilst enabling improved service performance to our customers in Bangladesh,” Airtel Bangladesh Chief Information Officer Lutfor Rahman said.
A t present, Mahindra Comviva is managing over 4,000 VAS nodes for Airtel Africa in 17 countries, Airtel India and Airtel Sri Lanka from various partners to meet defined service-level agreements.
Cameron in India on Nov 14, third visit since taking charge
British Prime Minister David Cameron will come on his third visit to India in last two years on November 14 and will hold talks with his Indian counterpart Manmohan Singh on key bilateral and regional issues.
Cameron will make a day-long visit before heading to Sri Lanka to attend Commonwealth Heads of Government Meeting (CHOGM) on November 15-16, sources said.
This will be third visit by Cameron, who visited India in 2010 immediately after assuming charge as UK's Prime Minister.The second visit was in February this year.
His visit comes in the backdrop of various unresolved issues between the two countries including UK's controversial move to impose 3,000 pounds visa bond scheme for Indians which has been raised both at diplomatic and political level by India.

India and Cuba signed MoU for cooperation in broadcasting between Prasar Bharati and ICRT
India and Cuba on 30 October 2013 signed a Memorandum of Understanding (MoU) for cooperation in broadcasting between Prasar Bharati and Cuban Radio and Television Institute (ICRT).
The MoU was signed by India's ambassador to Cuba Chinthapalli Rajasekhar and vice-president of the ICRT Emillio Moises Garcia Borroto.
Under the agreement both countries will explore co-production opportunites on matters of mutual interest.
The pact would facilitate exchange programmes in fields of cultural entertainment, education, science, sports and news. It also opens up avenues for co-production of broadcast content for creative ventures including films and coverage of events.
The MoU was signed during the official visit of India’s vice President Hamid Ansari to Cuba.

Facebook releases updated Messenger for iOS and Android
Facebook has released a latest version of its Messenger app for iOS and Android
The app is named Messenger with icons, text, and buttons in lighter
yet vibrant shade of blue and it can easily pass off as a chat app if the prominent 'Like' button wasn't there in the chat window.
According to The Verge, the latest redesigned Messenger begins testing with a random group of users today and would be made available to other Android users and iOS users in the coming weeks.
The changed features include friends' avatars in circular with a little badge on them if a friend is using the Messenger app.
Some front-end tweaks made the app faster on Android, where the SMS texting feature, which let you text friends who don't have Facebook, has been removed.
