Govt announces 7th Pay Commission for central gov employees
Prime Minister Manmohan Singh approved the constitution of the 7th Pay Commission. Its recommendations are likely to be implemented with effect from January 1, 2016", Finance Minister P Chidambaram said in a statement.
The setting up of the Commission, whose recommendations will benefit about 50 lakh central government employees, including those in defence and railways, and about 30 lakh pensioners, comes ahead of the Assembly elections in 5 states in November and the general elections next year.
The government constitutes Pay Commission almost every ten years to revise the pay scales of its employees and often these are adopted by states after some modification.
As the Commission takes about two years to prepare its recommendations, the award of the seventh pay panel is likely to be implemented from 1st January, 2016, Chidambaram said.
The names of the chairperson and members of the 7th Pay Commission and its terms of reference will be finalised shortly after consultation with major stakeholders, Chidambaram said.
The sixth Pay Commission was implemented from 1st
January, 2006, fifth from 1st January, 1996 and fourth from 1st January, 1986.
Irda levies Rs 5 lakh fine on Punjab & Sind Bank violation of the Insurance Act
Insurance Regulatory and Development Authority has imposed fine of Rs 5 lakh on Punjab and Sind Bank for receiving higher commission as corporate agent of Aviva Life Insurance.
Irda asked the company to pay penalty within 15 days.
The regulator observed that the corporate agent has received payments over and above the permitted agency commission during 2011-12.

October 1 under Penguin?s prestigious Allen Lane imprint," according to a
statement from the publishers written by historian and author Ramachandra Guha
is set to hit bookstores on October 1.
In 1893, when Mohandas Gandhi set sail for South Africa, he
was a 23-year-old briefless lawyer who had failed to establish himself in
India.
The two decades that he spent in South Africa were to be the making of
the Mahatma.
In this biography, Guha argues that Gandhi's ideas were
fundamentally shaped before his return to India in 1915.
Based on a new material, and archival research in four
continents, the book presents a vivid portrait of Gandhi and the world he lived
in, a world of sharp contrasts between the coastal culture of Gujarat, High
Victorian London, and colonial South Africa.
Ahead of elections, the government on Wednesday announced

First-ever India International Bullion
Summit to be held in Mumbai
The Bombay Bullion Association, the apex body of all
bullion and jewellery associations in India, on Tuesday said it would host the
first-ever India International Bullion Summit, IIBS in Mumbai on October 5th.
BBA President Mohit Kamboj said in a release that IIBS
is likely to see participation of more than 2,000 delegates from India and
abroad.
The IIBS would serve as a platform for industry
experts, suppliers and buyers to converge and address concerns of the industry.

Vijay Keshav Gokhale appointed India's
Ambassador to Germany
Vijay Keshav Gokhale has been appointed as India's
next Ambassador to Germany.
Gokhale, a 1981- batch officer of the Indian Foreign
Service, has been India's High Commissioner to Malaysia since 2009.
He was previously Joint Secretary ( China and
East Asia).

Ruchira Kamboj named new Permanent Representative
to UNESCO
Ruchira Kamboj, currently the Chief of Protocol, has been
appointed as the next Permanent Representative of India to UNESCO, Paris, with
the rank of Ambassador.
The 1987-batch IFS officer, Kamboj will succeed V S
Oberoi, an External Affairs Ministry release said.
Central Administrative Tribunal (CAT) has stayed the Staff Selection Commission's (SSC) Combined Graduate Level Examination 2013, whose Tier-II exams were to be held on September 28-29, on allegations that the question paper of the first stage had been leaked.
A principal bench of members V Ajay Kumar and V N Gaur stayed the examination, conducted for recruitment of income tax inspectors, CBI sub-inspectors and Excise department inspectors, till further orders.
The results of Tier-I exam were announced on August 26 and process of issue of admit cards has begun.

DIPP proposes 100% FDI in railway projects
department of industrial policy and promotion (DIPP) on Wednesday circulated a cabinet note proposing 100% FDI in railway projects involving infrastructure development.
A major step towards opening up the railways sector to foreign investment, the move is expected to provide significant relief to the resource-starved Indian Railways.
The Railways have a target of raising Rs 6,000 crore through Public-Private Partnership this year and Rs 1 lakh crore for the XIIth Plan.
In order to attract private investors who have largely given railway PPP projects a miss, the railways ministry also formulated five participative models for rail connectivity and capacity augmentation projects. This was approved by the CCEA last year.

New bank licences
Reserve Bank of India may be open to relaxing the initial equity capital requirement of Rs 500 crore for setting up a bank if it fails to find enough "fit and proper" candidates during the screening process.
RBI, in its 'guidelines for licensing of new banks in the private sector', had specified that the initial minimum paid-up equity capital for a bank shall be 500 crore.
Asked about the possibility of relaxing the guidelines, the RBI spokeswoman denied any such move was in the works.
RBI Governor Raghuram Rajan had said new licences will be issued by the end of January 2014, adding that RBI is also contemplating 'on-tap' issue of licences.
Currently, the central bank issues licence after long intervals. Kotak Mahindra Bank and YES Bankreceived banking licences in 2003-04.
The official also said a relaxation in the Rs 500-crore criterion may be provided on a case-by-case basis. Further, the relaxation may come into play once RBI shifts to the on-top method that is it issues licences whenever an applicant meets the criterion.
Australia unveils its most powerful super computer
Raijin
Australia's most powerful super computer, Raijin, was
today unveiled in Canberra.
Raijin, named after the Japanese God of thunder and rain,
has cost $45.2 million to build and will cost USD 10.85 million a year to run,
the Australian Broadcasting Corporation (ABC) reported.
The super computer, unveiled at Australian National
University (ANU), is said to be the 27th most powerful computer in the world,
it said.
Pakistan earthquake death toll nears 350 Killed
The 7.7-magnitude quake hit on Tuesday afternoon in Baluchistan province's remote Awaran district -- a size of Wales.
