Russia to hand over Vikramaditya on November 15

INS Vikramaditya will be handed over to the Indian Navy on November 15 at a formal ceremony in the Russian northern seaport of Severodvinsk on the White Sea.

A high-level Indian defence delegation paid a one-day visit to Moscow to prepare an annual session of the Indo-Russian Intergovernmental Commission on Military-Technical Cooperation that will meet in Russia next month under the chair of the two Defence Ministers.

The ship was to be delivered last December, but failed the sea trials after its boilers and some other systems malfunctioned. 

This time, all systems performed flawlessly, including daytime and night takeoff and landings by MiG-29K deck fighter planes

On the recent accident in which INS Sindhurakshak sank after rocked by explosions, the Russian side agreed to provide expert assistance for raising the submarine and carrying out its technical inspection.

Finance and Labour Ministers to meet for first time

For the first time in the G-20 draft action plan meetings, there is a joint meeting of ministers of finance and ministers of labour from G20 member states.

The heads of member states known as Sherpas are already deliberating on the draft action plan, various issues of mutual concerns affecting growth and development are likely to come up during the summit

In an innovative measure to ensure realistic views on employment opportunities, public officials from different countries will work together. 

This new approach will help connect macroeconomic and financial policy issues with the tasks of social protection and creation of more jobs, as well as enabling discussion of measures to promote the employment of youth and vulnerable categories of people.

The dialogue between all interested parties and countries which are not G20 member states, regional alliances and international organizations, business, trade unions, civil society, youth and expert centres have been taken up to improve transparency.

The present chair Russia is likely to come up with a report on the meeting of objectives in promoting development that G20 had previously undertaken.

Syria war resolution drafted by members of the U.S. Senate Foreign Relations Committee permits up to 60 days of military action against the Bashar al-Assad regime and does not permit any boots on the ground

The Senate Foreign Relations Committee has crafted a bipartisan Authorisation for the Use of Military Force that we believe reflects the will and concerns of Democrats and Republicans alike,” Senator Robert Menendez, chairman of the committee, said after successfully negotiating with ranking member Bob Corker on the resolution.

The resolution is likely to be put to vote before the committee on Wednesday. The resolution, among other things, permit the deployment of a small rescue mission in the event of an emergency.

3rd India-Republic of Korea Foreign Policy and Security Dialogue held in Seoul

The 3rd India-Republic of Korea (ROK) Foreign Policy and Security Dialogue (FPSD) was held in Seoul on 2 September 2013.

Both nations discussed ways to further expand and deepen their Strategic Partnership. 

They undertook a comprehensive review of bilateral ties, including in the fields of economic collaboration, defense and security cooperation, cultural exchanges and people-to-people contacts.

In this context they discussed the potential for space and nuclear cooperation, upgrading of the bilateral Comprehensive Economic Partnership Agreement and collaboration in defense production.

They agreed to step up cooperation in the spheres of maritime and cyber security.

The two sides discussed the possible outcomes from the forthcoming visit to India of the President of ROK, H.E. Madame Park Geun-hye.

Discussing regional and international subjects of mutual interest, India and Korea agreed to step up coordination on East Asian regional issues. The ROK side provided a briefing on the situation in the Korean Peninsula. Views were also exchanged on the recent developments in Afghanistan.

It was agreed that the 4th India-ROK Foreign Policy and Security Dialogue will be held at New Delhi at a mutually convenient time in 2014.

Environment ministry fines Rs 200 crore fine on Adani group

Rs 200-crore fine on the Adani Group's Mundra Port and Special Economic Zone for damaging mangroves, creeks and the local environment at the project site.

Adani Group violated environmental norms in the country's largest private port in Mundra and special trade zone that it runs in the Kutch district.

The penalty was recommended by a committee headed by Sunita Narain, director general of Centre for Science and Environment, set up by the environment ministry.

The report was submitted to environment minister Jayanthi Natarajan in April. No immediate comment was available from the Adani group.

Officials said a part of the project could face suspension after a more detailed investigation into the alleged violation of environmental clearance norms.

The money from the fine will go into an environment restoration fund for the area.
