Manmohan, Obama to meet amid U.S. concerns over liability law
Prime Minister Manmohan Singh in the U.S. to have “specific concerns” regarding India’s nuclear liability law.
While progress with the landmark civilian nuclear energy agreement slowed after India adopted the nuclear liability law, the signing of a “pre-early-works agreement” between nuclear supplier companies in the U.S. and India’s nuclear operator, the Nuclear Power Corporation of India Limited (NPCIL), appeared imminent on the eve of Mr. Singh’s visit.
However, there does not appear to be any official planned timeframe within which an actual deal could be inked between U.S. nuclear suppliers and the NPCIL, which could lead to the production of safe nuclear energy within the terms of Indian law.
Raghuram Rajan panel report Goa and Kerala top chart developed states
The Raghuram Rajan panel report has made a case for ending
the 'special category' criteria for providing additional assistance to poorer
states, as it ranked Goa and Kerala as the most advanced state and Odisha and
Bihar the least.
The committee, headed by the then Chief Economic Advisor
Raghuram Rajan (now RBI governor) which was set up by the government amid
demand for "special category" status by Bihar, suggested a new
methodology for devolving funds on states based on a 'Multi Dimensional Index
(MDI)'.
Giving details of the report Finance Minister P
Chidambaram on Thursday said the committee has suggested that the 28 states be
split into three categories -- least developed, less developed and relatively
developed -- depending upon their MDI scores.
As regards the allocation of funds, the report suggested
that each state should get a basic fixed allocation and an additional
allocation depending on its development needs and development performance.
The demand for funds and special attention of different
States, Chidambaram said, "would be more than adequately met by the twin
recommendations of the basic allocation of 0.3 per cent of overall funds to
each State and the categorisation of States that scores 0.6 and above as least
developed States.
According to the Committee, these two recommendations,
along with the allocation methodology, will effectively subsume what is now
"Special Category" status.
Bihar along with some other states have been demanding
"special category" status to get more funds from the centre.
Based on the MDI scores, the 10 least developed states
are Odisha, Bihar, Madhya Pradesh, Chhattisgarh, Jharkhand, Arunachal Pradesh,
Assam, Meghalaya, Uttar Pradesh and Rajasthan.
ix. The 7 most developed status are Goa, Kerala, Tamil Nadu,
Punjab, Maharashtra, Uttrakhand and Haryana.
According to the report, the 11 less developed states are
Manipur, West Bengal, Nagaland, Andhra Pradesh, Jammu and Kashmir, Mizoram,
Gujarat, Tripura, Karnataka, Sikkim and Himachal Pradesh.
The report was likely to be implemented from the next
financial year, Chidambaram said, adding "Prime Minister Manmohan Singh
has directed that the recommendations of the committee may be examined and
necessary action in this behalf may be taken".
The Rajan Committee was asked to suggest methods
for identifying backwardness of states using a variety of criteria and also to
recommend how the criteria may be reflected in future planning and devolution
of funds from the central government to the states.
As per the report, the states with score of 0.6 and
above on the Index have been classified as 'Least Developed'; states with score
below 0.6 and above 0.4 'Less Developed'; and states with score of below 0.4 'relatively
developed'.
Konkani Wikipedia from Goa University
Goa University has become the first varsity in the country to enter into a creative commons licence that will allow data produced and copyrighted by an Indian university available to internet users and open to modification, making GU a champion of sorts of free knowledge. The Konkani Wikipedia is expected to be ready for use within six months, officials said.
Contains four large volumes of 3,632 of total pages.
Konkani vishwakosh or encyclopedia encompasses world information in a nutshell with special emphasis on Goa, Konkani, Goan culture, folklore, history, geography etc.
Wikipedia is available in 20 Indian languages including Telugu, Assamese, Marathi, but not in Konkani so far.
Students, professors and anyone interested in contributing to the project can do so by enrolling online at konkanivishwakosh before October 5.
Olympic torch to be carried on
spacewalk by Soyuz cosmonauts
A Russian Soyuz
rocket with two Russians and an American on board has docked at the
International Space Station after blasting off from the Baikonur cosmodrome in
Kazakhastan.
During one of the space walks, the two Russians will
take the Olympic torch into open space as part of torch's relay, ahead of the winter
games in Sochi in February.
But, for safety concerns, the torch would not be
lit.
50 year jail for former Liberian President Charles Taylor
An international war crimes court upheld the conviction and 50-year sentence of former Liberian President Charles Taylor for aiding rebels in neighbouring Sierra Leone, ruling on Thursday that his financial, material and tactical support fuelled horrendous crimes against civilians.
Taylor’s conviction in April 2012 was hailed as ushering in a new era of accountability for heads of state. He was the first former head of state convicted by an international war crimes court since World War II.
The appeals chamber of the Special Court for Sierra Leone upheld the 65-year-old Taylor’s conviction on 11 counts of war crimes and crimes against humanity, including terrorism, murder, rape and using child soldiers.
Taylor was convicted not only of aiding and abetting Sierra Leone rebels from his seat of power in neighbouring Liberia, but also for actually planning some of the attacks carried out by two Sierra Leone rebel groups the Revolutionary United Front and the Armed Forces Revolutionary Council.
In return he was given “blood diamonds” mined by slave labourers in Sierra Leone and gained political influence in volatile West Africa.
IIM-C tops in finance, no. 2 in economics in Financial Times global rankings
Indian Institute of Management, Calcutta (IIM-C) has been ranked No. 1 in areas of finance education and No. 2 in economics by the Financial Times Global Masters in Management 2013, a statement issued by the institute said here on Thursday.
It was also ranked the top in career and that ranking is based on the career status of alumni three years after graduation.
Last week, the IIM-C had disclosed that it had been ranked 19 in the overall evaluation among 70 leading business schools around the globe for its post graduate programmes in management
AirAsia gets NOC from Aviation Ministry
The Ministry of Civil Aviation has given its no objection
certification (NOC) to AirAsia India to start a low-cost carrier. The next step
for AirAsia will be to get an Air Operating Permit and prepare to kick-start
its operations in India.
In a statement, the airline has confirmed the grant of
NOC and said that it will begin the process of obtaining an Air Operating
Permit, a pre-requisite for starting operations.
Before the grant of NOC, the airline board members were
cleared by the Home Ministry from a security point of view, a common practice
for new airline.
AirAsia, like any new airline, will need to get its
various operations manual, including the airline operations manual and airport
manual cleared by the Directorate General of Civil Aviation before the AOP is
given.
The airline currently has a fleet of three Airbus A320
aircraft and over 200 staff.
AirAsia India, is a three way joint venture between
AirAsia, the Malaysia-based low-cost airline, Tata Sons and Telestra Tradeplace
which was formed to start a new low-cost domestic airline.
Samsung announces gold Galaxy S4
outh Korean smartphone giant has announced that it is bringing in two gold colour models of its flagship smartphone Galaxy S4.
Samsung's latest move comes barely a week after media reports came in of the gold colour iPhones being a hot favourite in the market with most of the supplies being sold out in China, Hong Kong, US and other major markets.
As per reports, a scarcity of gold iPhones saw people selling the variant for over $1,000 on eBay, much higher than the $649 base retail price.
Sri Lanka rejects Navi Pillay's call for international probe
Sri Lanka has rejected United Nations Rights Chief Navi Pillay’s call for an international probe if it fails to show clear progress by next March in probing alleged war crimes during the three-decade long conflict with LTTE.
Sri Lanka’s Ambassador to the U.N. in Geneva, Ravinatha Aryasinghe, said on Wednesday that Ms. Pillay has “no mandate to make such a claim”.
He insisted that his government had put in place “multiple mechanisms to address accountability.”
In March 2012 and March 2013, the U.N.’s highest human rights body adopted resolutions calling on Sri Lanka to investigate allegations of widespread violations committed during the final months of the conflict that ended in 2009.
The U.N. estimates that up to 1,00,000 people died during the conflict between 1972 and 2009, and rights campaigners claim 40,000 civilians were killed in the final military offensive in 2009 that crushed the LTTE rebels. The Sri Lankan government has rejected these charges.
