Abdul Rahim Rather is new chief of GST panel

Jammu & Kashmir Finance Minister Abdul Rahim Rather has been elected as the new Chairman of the Empowered Committee of State Finance Ministers on GST.

Mr. Rather, also a senior National Conference leader, was chosen to head the panel at a meeting of state Finance Ministers here.

The post of Chairman of the Finance Ministry’s committee on Goods and Services Tax (GST) has been lying vacant since June 17 when Bihar Finance Minister Sushil Kumar Modi resigned following the JD(U)—BJP split in the eastern state.

The new chief will have a formidable task of pursuing the proposed new indirect tax regime (GST) which will subsume excise, service tax and local levies.

In 2011, Mr. Modi had replaced Asim Dasgupta, who had resigned following the defeat of Left-front government in West Bengal.

The GST rollout had missed several deadlines due to differences between the states and the Centre over contentious issue of central sales tax compensation to states and design of the GST structure.

Judgement on UPPSC Reservation Policy

The Allahabad High Court on Monday reserved its judgment against the new reservation policy of the Uttar Pradesh Public Service Commission (UPPSC) and stayed the interviews of the Provincial Civil Service (PCS) 2011 examinations scheduled from July 26.

A Division Bench comprising Justices L.K Mohapatra and Rakesh Srivastava passed the order on a petition filed by students Sudhir Kumar Singh and others who had challenged an amendment in the reservation rules of the state civil services.

The Court also questioned the UPPSC’s “haste” in bringing in the new policy saying that the examination conducting body should refrain from inclusion of any sort of reservation formulae in the middle of the examination process as it breached Act 4, Section 3 (6) of the Reservation Act 1994.

A section of the student groups hailed the order and led out "victory" processions in some parts of the city. Sweets were also distributed. Anticipating violence, the administration had put up elaborate security arrangements in place.

All entries to the UPPSC building area were blocked even as personnel of the Provincial Armed Constabulary and Rapid Action Force were on a tight vigil. Schools will remain closed on Monday and Tuesday as a precautionary measure by the district administration.

Indian students who aspire to study abroad have been hit hard by the double whammy of a falling rupee and the decision of the UK government to call for a £3,000 cash bond for visas to the country. Amidst all this, the recent announcement made by Francois Richier, Ambassador of France to India-------------
As of July 14, 2013, all Indian citizens who have graduated from a French higher education institution, will get a five-year tourist or business visa .

The French embassy in India has simplified visa procedures for Indian students, with special measures to expedite the visa process for those living far from any French consulate or Campus France office (the government agency promoting French higher education).

Campus France will also establish partnerships with various Indian higher education institutes in order to accelerate the procedures for exchanges with French institutions and for their alumni.

These measures come after French president Francois Hollande’s state visit to India, during which he had said that higher education cooperation should be the highest priority and the objective should be to raise the number of Indian students in France by 50% in the coming years .
