Delhi, Mumbai rank
low on ‘most prosperous’ list
New Delhi and Mumbai figure low on the list of prosperous
cities across the globe, but have the potential to
make it to the top rung, says a United Nation’s report.
Released, the State of the World’s Cities report by the

New Delhi and Mumbai can be described as cities
with “medium” performance. The report classifies cities
into groups, based on their performance, while India
is in Group IV, countries in Europe and North America are
in Group I, which has countries demonstrating
better integrity of all dimensions (productivity, quality
of life, adequate infrastructure, equity and
environmental sustainability) and high volume of good
services and economic fundamentals. New Delhi and
Mumbai, it does mention the achievements in the IT sector
in cities such as Bangalore, and Hyderabad’s
position as the pharmaceutical capital of India. Austrian
Capital Vienna tops the list of 95 cities, followed by
New York, Toronto, London and Stockholm.

French investigators probing the death of Yasser Arafat
questioned his widow Suha, who claims the veteran
Palestinian leader may have been poisoned. France opened
a murder enquiry in late August after Arafat’s
family launched legal action following reports he may
have died from radioactive polonium near Paris in
2004. Suha, a resident of Malta, had met with
investigators in the Paris suburb of Nanterre, where the
family’s complaint was filed. No other details were
disclosed. French investigators are due to arrive on
November 26 in Ramallah, where the former Palestinian
leader is entombed, as part of a probe they are

Refarm entire
spectrum in 900 MHz band: Telecom Commission
Telecom Commission, the highest decision making body of
Department of Telecom (DoT), has
recommended that existing operators surrender the entire
spectrum in 900 Mhz band at the time of their
licence renewal in 2014. Telecom Secretary R
Chandrashekhar said that three different options were put
before the commission which included refarming (or
redistribution of airwaves held by existing players) of all
airwaves held by incumbents, or allowing the operators to
retain either 2.5 Mhz or 5 Mhz of airwaves
frequencies in 900 Mhz band. But the commission decided
that entire spectrum will be refarmed which
means above 0 Mhz. The recommendations of the commission
will now be put before the empowered group
of ministers (EGoM) headed by Finance Minister P
Chidambaram for a final decision. The Government had
allocated spectrum in 900 Mhz band to companies from 2001
for Rs1,658 crore for pan-India services. GSM
operators have been against refarming, saying it may
result in call rates going up by as much as 64 paise a
minute.
