Odisha to implement
Public Service Act from Jan 2013
The State Government
has decided to implement Right to Public Service Act from January 1, 2013. It was decided that
25 to 30 services are to be brought under the purview of the Act in the first
phase and 75 services in the next phase. The Act would make mandatory for
public functionaries to provide such services to the people within a fixed
timeframe. In case of any deviation, citizens would have the right to appeal
and the erring officials may be penalised for faltering on their deadlines.
Chief Minister stressed the need for effective implementation of the Act. He
said, “This Act will ensure time-bound delivery of important public services to
the citizens of Odisha.” Nearly 90 types of services would be covered under the
Act. Under the Act, certain officers in every Government office would be
designated as the first appellate authority and the second appellate authority
to redress grievance concerning disposal of cases pertaining to the services
under the Act.
‘1 in 4 ICU patients
gets sepsis, 1 in 2 dies’
A nationwide study found a prevalence of
sepsis within intensive care units of hospitals: one out of four patients
admitted in ICUs contracted the ailment in hospitals' emergency departments.
Almost one out of two patients with sepsis died. The reasons for the rising
incidence could be poor hospital hygiene, abuse of antibiotics or rampant
self-medication among people. Sepsis can lead to multi-organ failure and is
globally a prime cause of death by infection. The study Indian Intensive Care
Case Mix and Practice Patterns (INDICAPS) is based on a sample size of 4,209
patients, including 171 children, admitted to 124 ICUs across 17 states.
Preliminary findings showed how 26% of the patients in ICUs contracted sepsis.
Mortality in patients with sepsis was 42.2% as opposed to 17.8% in those who
did not get it. The study also busted the myth that patients undergoing
surgeries are more prone than others to sepsis. For, 859 or 27.6% of the
patients who died of sepsis were not operated upon and were in hospital for
non-surgical treatment. The percentage of deaths in surgical cases was around
14.4%. Common sites of infection in patients that resulted in sepsis included
bedsores, intravenous lines, surgical wounds and surgical drains.
Antony to open Kochi
coastal radar network
Defence Minister A.K.
Antony will inaugurate on September 15 a coastal radar network in Kochi, a
project envisaged after the 26/11 terror attacks in Mumbai. The first two
clusters of the project were inaugurated in Mumbai and Porbandar by the
Minister on August 25. The network was first recommended by the Group of
Ministers formed in the aftermath of the 1999 Kargil war. Under Phase-II, 38
additional remote radar sites would be established. The project envisages
fitment of high end surveillance gadgets frequency diversity radar,
electro-optic sensors, VHF sets and met equipment on lighthouses and masts. Mr.
Antony is also scheduled to flag off INS Sudarshini, a three-masted barque
(sail ship), which will undertake a historic Asean voyage from September 15.
During its voyage, the ship will touch 18 ports and conclude its trip in April
next. INS Sudarshini is the second sail training ship of the Navy.
EGoM on Drought cuts
crop loan interest to 7 per cent
The Empowered Group
of Ministers (EGoM) on Drought decided to provide an additional 50 days of
guaranteed work under the Mahatma Gandhi National Rural Employment Guarantee
Act (MGNREGA) to registered households and cut the interest rate on crop loan
to 7 per cent (from 10 to 12 per cent) for one year in the ‘notified’
drought-affected talukas in four States. Karnataka, Maharashtra, Rajasthan and
Gujarat have together declared more than 350 talukas as drought affected due to
delayed/erratic South West Monsoon this kharif season. The panel, headed by
Agriculture Minister Sharad Pawar, asked the Ministries concerned to take steps
for speedy release of funds for drinking water. The Rural Development Ministry
proposed that the guaranteed work days be raised to 150 days from 100 days
under the MGNREGA for the already registered households in notified
talukas/blocks. This was accepted by the EGoM.

Indian species on IUCN threatened list
There is bad news for
conservationists and wildlife lovers. Four Indian species figure in a list of
the hundred most threatened species of the world. The list, compiled by
the International Union for Conservation of Nature (IUCN) and the Zoological
Society of London, includes the Great Indian Bustard, Gooty Tarantula, a
species of poisonous spider, Batagur Buska, a rare species of turtle and the
White Bellied Heron. The IUCN list has highlighted the plight of such
endangered species that have not received adequate attention from the
respective Governments. The Gooty Tarantula known for its vibrant blue shade
was once found in abundance in Ooty, Tamil Nadu. The list further states that
there are only from 50 to 249 Great Indian Bustards left today, that were once
very common in Maharashtra, Gujarat, Rajasthan and Karnataka. The last
remaining habitats of India’s most critically endangered species such as the
Jerdon’s Courser, Great Indian Bustard, Snow Leopard, Kashmir Stag and Manipur
Deer. In sharp contrast, the allocation for tiger reserves is `167.70 crores
during the current financial year, Wildlife expert MK Ranjitsinh said.

shortlist
Jeet Thayil's 'Narcopolis' was shortlisted
for the 2012 Man Booker Prize for fiction. 'Narcopolis', set in the opium-hazed
Mumbai of the 1970s, is his debut novel. The other five shortlisted books are
Tan Twan Eng's 'The Garden of Evening Mists', Deborah Levy's 'Swimming Home',
Hilary Mantel's 'Bring up the Bodies', Alison Moore's 'The Lighthouse' and Will
Self's 'Umbrella'. The six books were chosen by a panel of judges chaired by
Sir Peter Stothard, editor, Times Literary Supplement. The shortlisted books
were selected from a longlist of 12 announced in July. Indian writers or those
of Indian origin have traditionally fared well at the Booker. The last Indian
to win the coveted prize was Aravind Adiga for 'White Tiger' in 2008. Before
him, Kiran Desai won it for 'The Inheritance of Loss' (2006). The 2012 winner
will be announced on October 16. Each shortlisted writer is awarded £2,500 and
a specially commissioned handbound edition of his/her book. The winner receives
a further £50,000.
Afghanistan bans
YouTube to block anti-Prophet film
Afghanistan banned the YouTube website to
stop Afghans watching a U.S.-made film insulting the Prophet Mohammad that
sparked protests in North Africa. Afghan President Hamid Karzai condemned the
film, in which Mohammad is portrayed as a philanderer and a religious fake,
saying its makers had done a "devilish act" and that insulting Islam
was not allowed by freedom of speech. U.S. pastor Terry Jones, whose plans to
burn the Koran triggered deadly riots in Afghanistan in 2010, said he had
promoted the film, called "Innocence of Muslims".

under forensic audit: Mittal
Canara Bank is
conducting forensic audit of the accounts of troubled Deccan Chronicle Holdings
Ltd. (DCH), which runs a media group and owns an IPL cricket team, Financial
Services Secretary D. K. Mittal said. The government would also study the risk
of systemic failure in the case of DCH as banks exposure to the company stood
at around Rs.5,000 crore. DCH, the owner of IPL franchisee Deccan Chargers, has
not been able to pay the salaries to the players, forcing the Board of Control
for Cricket in India (BCCI) to look out for a prospective buyer. Shares of
Deccan Chronicle Holdings closed at Rs.12.25, down 7.62 per cent over previous
close on the BSE. The Deccan Chronicle group had acquired the franchise for
$107 million (about Rs.588 crore) in 2008.

proposals cleared with riders
The government, has
announced its approval to 21 foreign direct investment (FDI) proposals,
envisaging a total forex inflow worth about Rs.2,410 crore. Of these, eight
proposals entailing a total investment of Rs.1,842.55 crore pertain to FDI in
the brownfield pharmaceuticals sector, decisions on which were deferred during
the earlier meetings of the Foreign Investment Promotion Board (FIPB). It has
been specified that the quantitative level of NLEM (National List of Essential
Medicines) drugs production annually at the time of induction of foreign
investment will be maintained at that level for the next five years.

Satyam to treble head count in China
Mahindra Satyam, said
it was poised to treble its employee strength in China to 1,500 by 2015 in tune
with its strategic focus on engineering, manufacturing and telecom sectors.
“China will be a critical pillar of our regional and global strategy, and the
region will increase its revenue contribution from 24 per cent ,” a release
quoted Rohit Gandhi, Senior Vice-President-Asia Pacific, of Mahindra Satyam.

Chargers’ sale money with ICICI Bank: HC
The Bombay High
Court, has directed that the proceeds of the sale of IPL team Deccan Chargers
be deposited with ICICI Bank after paying 5 per cent to the Board of Control
for Cricket in India (BCCI). The order was passed by Justice S. J. Kathawalla
while hearing an application filed by Tata Capital against Deccan Chronicle
Holdings Ltd (DCHL), owners of Deccan Chargers, for recovery of Rs.101-crore
loan. After accepting their contention, Mr. Justice Kathawalla directed that
the sale proceeds be deposited with ICICI Bank after paying 5 per cent to the
BCCI. The auction is to be opened on September 13 in Chennai.
Air India hopes to
fly into black with Dreamliner
Air India, which is
pining high hope on Boeing 787 to reclaim its old Maharaja days, will operate
its first commercial flight on September 19 between Delhi and Chennai. Air India had ordered
27 Dreamliners in December 25 out of which one has already arrived and will get
five more this year. Air India’s market share has shrunk to 18 per cent in the
face of fierce competition from private and low-cost carriers and the airline
is trying hard to rebound. Despite a decrease in capacity by over 17 per cent
due to strike by a section of Air India pilots, the airline has posted an
increase in its revenue by 6.5 per cent during April to August 2012. It will
fly on international routes in winter,” Air India CMD Rohit Nandan said.
Tata Motors sets up
arm in Indonesia
Tata Motors has
announced its entry into Indonesia through a wholly-owned subsidiary based in
Jakarta, PT Tata Motors Indonesia. A statement from Tata Motors said Indonesia
was the largest automobile market in the ASEAN region and the company would
enter passenger cars and commercial vehicles segments. Indonesia is a key
market for Tata Motors and it will begin to launch its products in Indonesia in
2013. Over three years, the company would set up a country-wide network of
around 60 full-service dealers about 100 other workshops and about 300 more
spare parts retailers.
NIIT Tech to buy
Sabre’s centre in Manila
NIIT Technologies said
it had signed an agreement to acquire U.S. firm Sabre Holdings’ Philippines
Development Centre. “The acquisition fits well with our strategy of ‘focus and
differentiate’, and enhances our global delivery footprint,” NIIT Technologies
Chief Executive Officer Arvind Thakur said. Sabre is a global technology
company which provides solutions for the travel industry.
KBA inks deal with
Li-Ning
The Karnataka Badminton Association (KBA) has signed a
deal with Chinese sports band firm Li-Ning, which will see the association
benefit from financial help to develop the game in the State. In a deal worth
two crore for 22 months (cash component of 12 lakh for the first year and 15
lakh for the second), Li-Ning will assist the KBA with merchandise, tournament
expenses and player support.
